I was the Executive Director of the Western Monmouth Utilities Authority for a few years while Russ served as the Collections System Manager. I found Russ to be a very dedicated public servant that knew his job well. Russ was challenging to work with and I often found him to be correct after we disagreed on certain matters. I grew to respect Russ very much and also got to know his son, Joe, a little. It was obvious to me that Russ served as a great role model as dad to Joe. Russ will be in my prayers.
